The Egyptian Cabinet: The Executive Mind of the State

The Egyptian Cabinet is the highest executive pillar of the Arab Republic of Egypt, comprising the Prime Minister and the relevant ministers. It is responsible for managing the affairs of the state within the general framework of the government. The Prime Minister leads the executive scene through his powers to issue the necessary regulations and decisions to implement laws, provided that these regulations do not involve any amendment, suspension, or exemption from the application of the law. The Prime Minister also has the authority to delegate others to issue these regulations unless the law specifies a designated body.

The Prime Minister’s role extends to making decisions regarding the creation and organization of public utilities after obtaining the Cabinet’s approval, in addition to issuing necessary regulatory measures to maintain public order. The ministers, on the other hand, lead various ministries by formulating public policies in coordination with the relevant authorities and directly supervising their implementation, which includes guidance and oversight to ensure the achievement of the state’s objectives. Each ministry is assigned a permanent undersecretary to establish administrative stability and enhance institutional performance.

The government’s powers are broad, including active participation with the President in shaping the general policy of the state and following up on its implementation, ensuring national security, and safeguarding citizens’ rights. Additionally, the Cabinet coordinates between ministries and public bodies, works on preparing draft laws and decisions, and follows up on their administrative implementation according to the law. The government is also responsible for preparing comprehensive development plans and the national budget, negotiating loans and grants according to the constitution, all within an integrated system aimed at achieving growth, stability, and meeting the aspirations of the Egyptian people.
